The next coating must be compatible with the earlier one and its patches. A sound bond may require cleaning, primer or a different preparation method. Where the existing coating is failing, covering it without addressing the failure leaves a weak layer underneath.

Roof area is only part of a restoration budget. The amount of cleaning, detail work, repair and affected-material replacement can change the project substantially.
A comparison with replacement needs to describe both scopes honestly. A low surface-application price is not comparable to a replacement scope that also includes removal, insulation and deck repairs.
Existing leaks and the materials they have affected need assessment and repair. A coating system is not a reason to leave wet insulation or damaged support in place.
